Microsoft just put a voluntary exit offer in front of about 60,000 employees, roughly 27% of its 223,000-person workforce. The news landed on Monday, October 26, via an internal memo, and Microsoft confirmed the key details to GeekWire.

This is nearly seven times bigger than the early-retirement offer Microsoft ran in the spring, which went to about 8,750 US staff.

And it arrives days before Microsoft reports quarterly earnings, as the company keeps pouring money into AI (BNN Bloomberg).

⚡ What Happened

Chief people officer Amy Coleman announced the program in a memo to staff:

“The Voluntary Exit Offer reflects an important part of how we’re evolving our approach to change.” — Amy Coleman, Microsoft chief people officer (TechCrunch)

Here’s who’s in and who’s out:

  • Countries: the US, Canada, the UK and India.
  • Levels: up to level 70, which includes general managers and some people with vice president titles, but not corporate vice presidents (GeekWire).
  • No age or tenure test, and performance isn’t a factor.
  • Not included: the sales organization, some engineering and corporate groups, and some data-center staff.

The package mirrors standard severance: base pay scaled to tenure and level, continued stock vesting, healthcare for a fixed period and career transition help. Eligible employees have until the first week of December to decide.

🧠 Why It Matters

If you work in big tech, read this as a clear signal. Microsoft’s headcount has already slipped from 228,000 at the end of 2025 to 223,000 in June (BNN Bloomberg), and now more than a quarter of the company has been invited to leave.

Voluntary offers are gentler than layoffs. They’re still a cost lever. The spring program, where about 30% of eligible staff took the deal, came with a $900 million charge (GeekWire). Microsoft says it expects a much smaller share to accept this time, but at this scale even a small share adds up to thousands of people.

🔜 What To Watch

  • Earnings later this week. Listen for a restructuring charge and any comment on how many people Microsoft expects to take the offer.
  • The December deadline. That’s when we’ll learn how many actually walked.
  • Copycats. When Microsoft resets how it manages headcount, other big tech companies tend to take notes.

Microsoft hasn’t said how many acceptances it’s aiming for. Expect more detail as the week goes on.
